Here's the latest version.

The user lists are now stored on a server. Thanks to UnCopan

Help file and most listings are now popup windows. Just use /keys

With no command, it will show you the help, or if you use a wrong command it will also.

I fixed the user key issue with new owner keys.... I think... I tested it by having TS and BF issue me a owner key I didn't have and the plugin auto-issued myself a user key.
This should happen when you take a station and get a new key... no way to test that until someone running this new version does that. I'm assuming you get a NEW KEY event when you create one.

After taking a station and getting a new key, BEFORE you issue keys, manually look at your inventory/keychain and see if there is a user key for the new owner key.

Tested this today at Bractus. After taking the station and creating a new key. I saw the message "New key" when the keys plugin created the user key.
I use /keys -saved and saw two owner keys with the same number in my list... but that's just an issue with cleaning up the key list... it's normal after you log on again.
I'll fix that.
